Last week, the Wall Street Journal featured an article about identity thieves targeting tax refunds.  Apparantly, this new trend, in which phony tax returns are filed using someone else’s personal information, can result in legitimate tax refund delays, actual denial of tax refunds or even “tax debts” resulting from income reported on fraudulent returns.
